Well, unfortunately they are. Aren't they cute? I think they're kinda more cutier then the powerpuff girls and also, cooler. Those boys belongs to: Craig mcCracken. If you like it please comment and read the discreption. Also, i've got this idea from the episode "See me Feel Gnomey" when the Powerpuff girls wanted peace, and then they met the gnomey. But instead the Powerpuff girls i made the rowdyruff boys but... In this picture... They wished they could just destroy the pgg lol which poor imagination xD Anyway i hope you like it.

They are criminals all because they were completely misguided & neglected by Mojo and HIM upon birth and resurrection. They never taught their sons properly, if not used them as their own tools of destruction and not as their own children to love and care for.
Even if their old & forgotten season 1 personalities was retained and properly upon improved it doesn't change that they are criminals because they were groomed to do so by their horrible fathers and ignored in their time of need.
